The pipx project (https://pipxproject.github.io/pipx) would like to join the PyPA banner, so I'd like to initiate the vote for this. Currently, the project has four maintainers: Chad Smith, Matthew Clapp, Tzu-ping Chung, and myself.
I'll start, from my side +1.

During the distro packaging sprint we pretty much agreed that we should be recommending pipx to users, to avoid them modifying the default environment when they want to install apps via pip, so it would be great to have it as a PyPA project!

We discussed pipx and noted some challenges around its lack of status as an official PyPA project. I suggested it would be nice to consider adding pipx-like functionality into pip. geofft had suggested something along the lines of `pip app-install`.
Accepting pipx as a PyPA project would be a great step in that direction.
+1 from me.

The consensus, as I understood it, was that we should recommend this mechanism to users, being it pipx or any of the alternatives you described, with pipx being the only option right now. I didn't want to go into the discussion details in my reply but I should have worded it better, sorry. Cheers, Filipe Laíns
