[VOTE] Move the build / python-build project into the PyPA

The build / python-build (github <https://github.com/FFY00/python-build>, docs <https://python-build.readthedocs.io/en/latest/>) project is a new tool designed to be a canonical PEP 517 front-end for building Python packages. It is a backend-agnostic tool (i.e. it does not require a setup.py) that has an isolated build mode (PEP 518, the default) and a non-isolated build mode (for distro packagers and those who want to build in a custom environment), and provides both a CLI tool and an extension. Following PEP 609, as a member of the PyPA, I would like to nominate it for acceptance as an official PyPA project. I originally nominated this on September 8th, which was seconded (albeit casually) by Bernat <https://discuss.python.org/t/moving-python-build-to-pypa/4390/38> and Dustin <https://discuss.python.org/t/moving-python-build-to-pypa/4390/39>, but the vote was delayed until the mailing list was set up.
