Hi all! I'm very excited to open the vote for endorsing the acceptance of PEP 772 - Packaging Council governance process <https://peps.python.org/pep-0772/>. This idea has been discussed over the last few years, and the PEP itself has been in discussion for over a year. If the packaging council was solely a technical body, the SC's approval of the PEP would potentially have been sufficient (although see the note below about PEP 609). However, the packaging council will also be responsible for handling funds that aren't the SC's responsibility (the earmarked PSF funds that the PSF's Packaging WG is currently responsible for and the PyPA fiscal sponsoree funds that don't currently have *any* spending mechanism), hence the PSF Board and PyPA committers also needing to give their approval. Beyond that, there's also the fact that this governance model supersedes the one in PEP 609, which means following that PEP's procedures for updating PyPA's governance model. Hi all, Just to add a comment on this bit, "One question, is the packaging ecosystem security also in our mandate? " The PSF employs a "PyPI Safety and Security Engineer" (Mike Fiedler) and he works with Seth Larson (our Python Security Developer in Residence) and the PSRT on security matters. If the Packaging Council found itself considering security improvements, changes or PEP's, I would expect them to collaborate with the staff and volunteers who are already doing the day to day work on PyPI's security. I think the way it will work out, is that ideas would be welcome but this council wouldn't be bottom-lining our security work. I'm very excited to open the vote for endorsing the acceptance of PEP 772 - Packaging Council governance process <https://peps.python.org/pep-0772/>. This proposal was seconded by @dstufft here.
This idea has been discussed over the last few years, and the PEP itself has been in discussion for over a year. It has also been approved by the PSF board (as outlined in the appendix, with the corresponding text changes in place as well).
