[issue644] Add option parser to package.py

[issue662] get_config_vars has nothing for CC, while expected internally

This means that when you try to build a C extension using distutils it breaks, because distutils internally uses get_config_vars() to determine the compiler (distutils/ccompiler.py). Attached is a patch that works for me, with this C extensions build normally (excluding cpyext problems). But this may be a layering violation, so I'll leave it to you guys to determine the correct fix. [issue733] bz2 decompression is very slow

File "environment" tells my machine. File "benchmark.py" is the one i modified from ujson File "result-pypy" and "result-python" are the results. It's much slower. For structural integrity, the spaces between the blocks must not line up in adjacent rows. For example, the 13.5”×3” panel below is unacceptable, because some of the spaces between the blocks in the first two rows line up (as indicated by the dotted line).
