The current SC discussed this a bit in the past and IIRC our view is that we can will start sorting out the details for the next election some time after the final release of 3.8.0. Note that PEP 13 doesn't say "immediately after" or "as soon as", so we have a bit of leeway with the organization. I don't recall that we debated who should manage the vote. I presume it will be run pretty similar to the initial SC election though.
