Even if the PSF isn't paying for bandwidth (and I don't know either way), users on the other end often are. This is understandable and real concern.
If providing this new format helps them, I'd be all for that.
Sure, I don't mind adding a new format -- I'd like to see more metrics before I convince myself that removing the lowest common denominator format is a good idea, though.
(and the difference is one MP3 or a short YouTube clip, so I'm not sure how real this issue is...)
