Perhaps you can try TortoiseHG (http://bitbucket.org/tortoisehg/stable/wiki/Home) with one of the mirrors on http://code.python.org/hg and tell us your observations? This would certainly enlighten other Windows developers here.
(the mirrors are read-only, but you can still do local changes and commits of course, just not push the changes to the mirrors)
