It's not possible to install Python in a non-ASCII directory (eg. user directory, user with a non-ASCII character in its name) on Windows.
I think that nobody noticed this bug before because there are few early adopters (people testing Python3).
I think that #8988 is a duplicate.
Fix #8611 is not trivial. I opened ~20 issues to prepare the work. It's not finished yet.
