4211 has been pronounced by Guido and will get committed 3799 has been making no progress and will get deferred 4326 I believe is waiting for MvL 3775 is mine

I have a PTA meeting tonight so I plan on freezing the 3.0 branch at
9pm US/Eastern or 0200 UTC 06 Nov. You can commit fixes for the open
blocker issues until then. As usual, I'll send a message out when the
branch is open again.
