The closed flag is just used to filter out closed branches from hg branches and hg heads unless you use the --closed option - it doesn't prevent you from using the branches.

Basically, it reduces the noise, especially if you have very branchy development like I personally prefer (a named branch per task/issue). If you only use anonymous branches, except for your feature branches (e.g. 3.2, 2.7) then you'd probably never close a branch.
