Actually the Mercurial repositories are read-only. We would need some server-side support (a script or something) to allow people to create separate repos or branches.
That /should/ be fairly easy to do I think. There's a script that Martin runs to give new people svn write access. At Pycon I hacked that to basically write out the ~bzr/.ssh/authorized_keys file. We'd have to set up a ~hg user and then hack the script once more.
