The MSVCRT.LIB from .NET 1.1 is an import lib for msvcr71.dll.
The DLLs come with the .NET framework, so there's no need to redistribute them.

It was installed as part of the SDK that came MS update (v1.1.4322).
Anyway, the point is not creating binaries that you distribute, but simply to be able to compile extensions yourself as necessary.
