Seems so. If bsddb is actually unavailable in Python 3.0, you would need to download/install it from PYPI. I'm committed to keep bsddb alive, in a way or another :). I'm thinking that if bsddb is discarded in Python 3.0, shelve probably drop it also, so installing bsddb externally will not "magically" make it available to 3.0 shelve. I can't comment about the python-dev plans here.
