Depends on what you want to do. If all you want to do is build extensions, this should be possible with mingw. Actually, with some work, it might be possible to build all of Python with mingw.
As for freeware alternatives: Linux is a good alternative to Windows, too :-)
The problem is: On Windows, and with VC++6.0, I really can fly, while on Linux I'm so-so.
