This is happening, right? Adding a default `__annotations = {}` to modules and classes. (Though https://bugs.python.org/issue43901 seems temporarily stuck.)

It's happening, and I wouldn't say it's stuck.  I'm actively working on it--currently puzzling my way through some wild unit test failures.  I expect to ship my first PR over the weekend.
