I'd be happy to legislate uncompressed archives, except I'm worried that not all tools commonly used to create zip archives make it easy to turn off compression.
FWIW, WinZip has an easy-to-get-at "compression: none" setting. I don't know whether that creates "an uncompress archive" from Jim's POV, but it sure doesn't save any space <wink>.
