Regardless of whether this change this or not, we certainly cannot change it in a bugfix version. So, 3.5 at the earliest it would be.

The PEP in question is about fixing fundamentally broken security issues in Python 2.7 (e.g. updating OpenSSL). Tweaking where Python is installed by default on Windows is not fundamentally broken, it's a difference of opinion as to whether the current defaults are the best option or not. -Brett
