I finished the second version of the prePEP for the Decimal data type.

Sorry for the delay, but I restructured it to new (thanks list), and changing to a new house and deploying GSM in Argentina are not very time-freeing tasks, :p

Very cool. I haven't read it all (I have no time and I'm no expert on this area), but it seems you have worked diligently with the community, and the idea needs to get closer to implementation.
