Brian Hooper's patch to add u & u# to Py_BuildValue
Brian Hooper submitted a patch to add U and U# to the format strings for Py_BuildValue(), and there were comments that indicated u and u# would be better. He's submitted a documentation update for this as well the implementation. If there are no objections, I'll incorporate these changes.
