Can somebody please review https://github.com/python/cpython/pull/880 That addresses a severe problem on Windows making it impossible to build any C++ extension module with some compilers.

That addresses a severe problem on Windows making it impossible to build any C++ extension module with some compilers. Issue is https://bugs.python.org/issue11566. Someone needs to check whether it applies to 3.7 and/or 3.8.
