Where do I send a new SSH pubkey to regain non-anonymous access to the CVS repository?
Log in to SF. From your "personal page", click on Account Options, then down to Shell Account Information, then click Edit Keys. It should be obvious from there. Beware the 2 (4? 8? 512?) hour synchronization delay.
