I am not a Windows expert so I am not sure. But I think it should be
the same directory where `python.exe` is in.

You can put the system default there but each user needs to have a file that they can control
to set the per user config.

py.exe uses %LOCALAPPDATA%\py.ini

I'd suggest that you could have a %LOCALAPPDATA%\python.ini.
