I like this approach to the moratorium because roadmaps are better than roadblocks IMO. I touched it up a bit:

    3.0 - New language features
    3.1 - Ironing out language features (moratorium starts)
    3.2  -  library development
    3.3  -  library development
    3.4  -  library development
    3.5  -  library development
    3.6  -  Implementing features for easing transition to 4.0
    3.7  -  End of road for 3.x
    4.0 - New language features
    .... etc etc
