That wouldn't be a perfect world in every universe. For example, consider an app installed in an embedded device with limited memory -- the source is never going to be seen by anyone, and all it would do is waste resources.
If we're positing a perfect world, then all embedded devices would have the source code available and inspectable by any interested user.
