I am wondering if it would be possible to include psutil (https://pypi.python.org/pypi/psutil ) in the standard library, and if not, what would be needed.

I am not a developer of it, but I am using psutil at work with good success. it provides a good deal of services for querying and managing processes in a cross platform way.
