I knew it wasn't April 1 when I saw the idea, but I tried to think about if there might be some other joke I was missing.  Maybe something with the word "pap" that a few people have posted various definitions of.

FWIW, I'm one of those authors who has printed works that includes discussion of various PEPs, using that acronym.  Also to various RFCs, likewise.  And always to ISO 8601, of course :-).  I like those acronyms.
