IMO, making types mandatory would severely penalise the use of Python for scripting, exploratory coding, and similar adhoc work. This is a significant part of the user base, and we have to consider such users. Having typing as optional allows those people who get benefits from typing to achieve those benefits without impacting others who don't need that level of strictness.
So basically -1 from me.
