I cannot speak for the Board, since I'm not currently on it. I think it's *probable* they'd be willing to be a fiscal sponsor for PyInstaller, as they have for some other things, but only if the developers really want that. All that really gets is an ability for donators to flag funds as pass-through to a specific project or organization, it doesn't make money in itself.
I find it enormously unlikely PSF would want to take over the library (or any other library).
The PSF grant budget has diminished quite a bit with Covid-19 disrupting the PyCon conference that was the main source of income. Grants still exist, but they are selective.
If you do want to contact them, the address is: PSF Board < email@example.com>

Since the project appears to be struggling a bit, it may be worthwhile having the project owners ask the PSF or major company users for a grant.
I tried this without much success.
- The PSF offered to retweet my tweets - antic and no much of a help.
- Python Software Verband did not even answer (AFAIR)
- Major companies did not even answer. Those two or three which did
answer, are not willed to give money.
