https://docs.python.org/3.8/using/windows.html#installing-without-ui gives details of all of the options. The Microsoft Store version does not offer any options full stop!

I believe it only applies to the traditional installer from python.org. You will also have to verify it, as it has been a decent while since I've had to install Python on Windows.
