Not a lot. If a proposal like this were to go ahead, some of the brackets would be defined to be equivalent to (), others to [], and still others to {}. But the concern about balancing them would be the same. (It might be that they're all defined as equivalent to (), but in any case, there would be a clear definition.) Prior to this sort of thing being in the language, it can be confusing, but if it were added, it wouldn't be any less confusing than anything else that needs to be learned - for instance, 01 is not equivalent to 1, and in fact is an error.
