Looks like [1] Kushal Das is the current contact for Bengali translation. There's a repo [2] for it, but it looks like nothing has been done yet. A good place to start is to use my Python docs translation cookiecutter [3], and/or read the Starting a new translation paragraph [4] from the devguide.
