Hi All,

I implemented Robert's Edge Detection algorithm (http://homepages.inf.ed.ac.uk/rbf/HIPR2/roberts.htm). I have made an issue on GitHub( https://github.com/scikit-image/scikit-image/issues/513) and I have the implementation with me. I also created a new topic for this in this group. Should I submit a pull request on GitHub?
