Numpy is lining up the decimals for you:

In [15]: np.linspace(999, 1024, 13)
Out[15]: 
array([  999.        ,  1001.08333333,  1003.16666667,  1005.25      ,
        1007.33333333,  1009.41666667,  1011.5       ,  1013.58333333,
        1015.66666667,  1017.75      ,  1019.83333333,  1021.91666667,
        1024.        ])
