[scikit-image] [scikit-image][RFC] Line Segmentation in Handwritten Documents

Hello all,     I'm currently in the process of implementing line segmentation as a part of a writer identification system that identifies a given writer from their handwritten script or text. I thought the "Handwritten Text Line Segmentation" may be a good feature to add to scikit-image. Please, tell me what you think.
