Looks like it's been cited about 17 times. This looks like an interesting approach (paper available for download at: http://www.markschulze.net/docs/pdf/icip94.pdf), but I can't find much more written on it, or a citation count--so it's hard to see what its effect has been in practice. It'd be good to also look at

and compare with other algorithms.
