Dear skimage community,

I just took the liberty of merging https://github.com/scikit-image/scikit-image/pull/3585

This may be the *last* time that I get to make such a decision, because PR #3585 installs several new community documents:

- SKIP (SciKit-Image Proposal) process similar to PEPs and NEPs - Governance model, including a 5 person steering council - (Draft) Vision/values/mission statement

I encourage you to read the merged documents, and to discuss any aspects that you'd like to see clarified:

This brings to close a rather long discussion on how to run the project, and I would like to thank everyone who took time to share their view. This project is stronger because of you—its community. Take care of it, cherish it: we've built something valuable together.

Onward, now a little less haphazardly :)
