[scikit-learn] New core dev: Joris Van den Bossche

Hi everyone! Let's welcome Joris Van den Bossche (@jorisvdbossche) officially as a scikit-learn core developer! Joris is one of the maintainers of the pandas project and recently contributed many new great PRs to scikit-learn (notably the ColumnTransformer and a refactoring of the categorical variable preprocessing tools).
