Governance?

I am not sure I even care about this issue, so I should perhaps not make this noise on the mailing list. Anyhow... Should SciPy adopt the same governance model as NumPy? If so, I hope that community veto rights can be limited to the parts of SciPy where a vetoer has actually contributed. Sturla

Spherical Voronoi Diagram Code

Hi, As this new code / feature for calculating Voronoi diagrams on spherical surfaces is now passing the full Travis-CI test suite ( https://github.com/scipy/scipy/pull/5232), I just thought I'd politely ask for additional feedback / discussion. Some things we are aware of and / or could use help with: -it is unfortunate that Python / matplotlib does not provide a nice way to plot spherical polygons--this is a pretty big deterrent to clarity in the example docstring, as you can see if you compile the docs and check the SphericalVoronoi 'Examples' section plot. mayavi might be able to do this, but that is probably too heavy of a dependency -I noticed that our unit tests pass in the context of the full suite from the root directory, but running 'nosetests' in scipy.spatial testing dir actually seems to be problematic--not sure if this is really an issue but suggestions to fix that would help if needed -apparently, if all generators are in a single hemisphere, this is problematic--should it be? (question for computational geometers); what if all generators were on the equator? any other problematic inputs? -we decided that code for calculating the areas of the spherical polygons (important for some applications) should probably be in a separate module or at least a separate class / PR.
