Hi All, On behalf of the NumPy team, I'm pleased to announce the release of NumPy 1.23.0. The NumPy 1.23.0 release continues the ongoing work to improve the handling and promotion of dtypes, increase the execution speed, clarify the documentation, and expire old deprecations. The highlights are: - Implementation of ``loadtxt`` in C, greatly improving its performance. - Exposing DLPack at the Python level for easy data exchange. - Changes to the promotion and comparisons of structured dtypes. - Improvements to f2py. The Python versions supported in this release are 3.8-3.10, 3.11 will be supported when it comes out. Note that 32 bit wheels are only provided for Windows, all other wheels are 64 bits on account of Ubuntu, Fedora, and other Linux distributions dropping 32 bit support. All 64 bit wheels are also linked with 64 bit OpenBLAS. Wheels can be downloaded from PyPI <https://pypi.org/project/numpy/1.23.0/>; source archives, release notes, and wheel hashes are available on Github <https://github.com/numpy/numpy/releases/tag/v1.23.0>. *Contributors* A total of 151 people contributed to this release. Old Issues Review

Hi all, In a recent post I mentioned looking through old issues. I've gone through a few of the oldest issues on GitHub and written in the issue a summary of where I think the issue stands today. I put the specific module below next to the issue, if anyone has expertise in these areas and wants to comment, that'd be great. Dropping Linux 32-bit wheels?

Thoughts on dropping 32-bit Linux wheel releases for the 1.9.x series? The main reason I ask is that NumPy did the same for their previous 1.22.x series and now the from source builds of that series in our 32-bit Linux wheel builds appear to sometimes run for 40+ minutes/hang, initiated from the pip install of our wheel file. Alternatively, use a no deps flag in the pip install of the wheel maybe? And manually install the previous NumPy series? Either way, a sense of the preferred route forward would be helpful, this took a while to diagnose.

Fail to build Scipy in Windows

Hey, I can seem to build Scipy in my windows computer. NumPy 1.23.0rc3 released

The NumPy 1.23.0 release continues the ongoing work to improve the handling and promotion of dtypes, increase the execution speed, clarify the documentation, and expire old deprecations. The highlights are: - Implementation of ``loadtxt`` in C, greatly improving its performance. - Exposing DLPack at the Python level for easy data exchange. - Changes to the promotion and comparisons of structured dtypes. - Improvements to f2py. The Python versions supported in this release are 3.8-3.10, 3.11 will be supported when it comes out. Note that 32 bit wheels are only provided for Windows, all other wheels are 64 bits on account of Ubuntu, Fedora, and other Linux distributions dropping 32 bit support. SciPy Internship

Hi everyone, I was selected as an intern in July 2022. It has been a wonderful journey of learning over these 10 months. I worked on a variety of topics starting from migrating the SciPy build system to Meson, cleaning up the public API namespaces, and adding Uarray support to SciPy submodules. There is not yet a clear decision, but it seems more and more people are in favour of having self contained examples. Please join the discussion—if you did not do it yet. Hi all, I posted a long message about 32-bit Windows wheels, which we no longer have for Python 3.10 and soon (for 1.9.0) likely won't have at all anymore, at https://discuss.scientific-python.org/t/releasing-or-not-32-bit-windows-whe…. It's posted there because it's a broader topic than just for SciPy; if we don't have wheels it'll affect other packages too. Dealing with old PRs and Issues

Hi all, I was in a newcomers meeting with a few scipy maintainers the other day, and they mentioned going through old PRs or Issues as a way to help maintainers and contribute. Does anyone have any suggestions about the best way to do this or how to start handling those? For example, this issue (https://github.com/scipy/scipy/issues/1339) from 9 years ago doesn't have much activity, and I'm curious if I can do anything to assist with it since I don't have commit access and am not a maintainer.
