Week 10 topics:
- NaN policy ready to be merged.
- `f_oneway` NIST test cases ready to be merged.
Week 11 topics:
- `mstats` consistency with `stats`: WIP.
- `linregress`: same treatment as `f_oneway`.
- `shapiro`: WIP
- `kendalltau`: standby
- `pointbiserialr`: standby
