It has a lot of code and functions, so it would be hard to post it. But in terms of amount of variables it's small (16 variables and 16 constraints).

I got the Windows version from this website called Unofficial Windows Binaries for Python, and indeed I believe it's a compilation problem. Actually it's 32 bits, but it works fine on Windows, even with bigger problems.

That is strange. Is the problem small enough that you can post it somewhere so we can try it out? Also, where did you get your windows scipy? There may be compiler/library differences. I assume 64 bit versions on both?
