Assuming we are a sub-org of the PSF, I don’t mind taking over — I had experience with them as a sub-org admin once or twice already.
However, I wouldn’t want the overhead just for one project (else I can apply directly to the PSF), but I’d be happy to be a sub-org admin if we had at least one other prospective project.

If we apply again this year, I'd prefer for another maintainer to take over from me as the SciPy sub-org admin. It doesn't take that much time and I can do a handover - but my list of such admin responsibilities is long, so I'd prefer to hand over the baton.
