Very odd, never seen this before and searching for that string only gives me a single result [1] which is unrelated (it's about setting an env var we don't use). I logged into Azure Devops, there's nothing there that tells us more. Right now it looks like PRs are erroring, while builds from master triggered by merge commits are succeeding.
