I have done some translation on the first part of the Scipy

Reference Guide.

But I do not know where and how I can submit.

That sounds promising. Are you able to put this up on github, or online in some other form? You can also open a ticket ( http://projects.scipy.org/scipy/newticket, you need to register first). At the moment we don't have any translations, so after seeing what you have done so far we can discuss how to proceed. Cheers, Ralf
