Try: http://www.netlib.org/atlas/archives/windows/ I don't know if these ATLAS binaries are usable for SciPy. Note that if you don't want to build ATLAS libraries yourself right now then Scipy (linalg) works with LAPACK and BLAS libraries as well. Pearu
