SOT: Graphic parsing program

Hi! Sorry for the somewhat OT post: can anyone refer me to a freeware Linux or Windoze program for "parsing" graphics? In particular, I want some thing that can take the work-flow chart on the NumPy doc wiki "Front Page" and reasonably successfully parse it into elemental objects that I can then manipulate separately. Not really, no. Ask the author for the source file that generated the image.
