Hi all, I think this is worth an announcement: we just merged https://github.com/scipy/scipy/pull/10844 which adds a new submodule with quasi-Monte Carlo functionality, `scipy.stats.qmc`. See http://scipy.github.io/devdocs/stats.qmc.html for details. This was in the works for two years. Thanks to Pamphile Roy and Max Balandat for contributing this module, and to the many reviewers and QMC domain experts (see https://github.com/scipy/scipy/pull/10844#issuecomment-770231427) who pitched in.
