Python Enthought Edition comes with mingw (C:\Python23\Enthought\MingW\bin) and should set up your path correctly to use it (try gcc from the command line to make sure it is there). I didn't have any luck with the free-to-download MSVC compiler. Do I need the full MS-VisualStudio? Which version and does it matter? Are there any alternatives (BCC or mingw perhaps)?
