Installation of time series failed on windows

Hello, I tried to install the time-series package from the sandbox on my windows. It failed while maskarray was installed nicely. May someone please help me here? Visual Studio 2003 was not found on this system. If you have Cygwin installed, you can try compiling with MingW32, by passing "-c mingw32" to setup.py.
