[CVE-2026-13346] pip absolute path traversal during download from malicious package indexes

There is a MEDIUM severity vulnerability affecting pip. pip would incorrectly handle doubly-encoded package URLs from indexes allowing for files to be installed to arbitrary locations on disk even when installing wheels. This vulnerability requires downloading or installing a package from a malicious package index to succeed, malicious packages alone are not able to exploit this vulnerability. Note that this vulnerability only materially impacts users running `pip download` with the `--only-binary` option as installing source distributions from an untrusted index is already an unsafe operation that executes code during install time. There is a LOW severity vulnerability affecting CPython. `Element.findall()` and fully-consumed `Element.iterfind()` exhibit `O(n^2)` time complexity when using XPath index predicates (e.g. `[1]`, `[last()]`, `[last()-N]`) on XML documents with many same-tag siblings. `Element.find()` is only affected when the first match is near the end of the sibling list, such as with `[last()]` or `[last()-N]`; `.//item[1]` short-circuits after the first match.
